You can change your Yahoo Answers profile so that other people can contact you.

For mutual interest, friendship, etc there are yahoo chat rooms. Yahoo answers is for sharing and gaining knowledge, not personal chat and such chat is against the guidelines.

If you enable your account to accept emails then you can email them. Currently, you do not accept emails so you cannot email. To enable this function, go to your profile (click onto your own avatar) then click "Edit My Info" and choose the option to accept email. You can always change it again later.

In your Profile page, if you Edit Profile, you can allow people to IM or email you. If you and another user both have this, then yes, you can discuss whatever you like (but insults and such could get you in trouble).
